The Rhine-side city that got its start as a Roman capital and is now most famous for its raucous Carnival celebrations, is dominated by one of Germany’s most impressive sights: a gothic cathedral that is the largest of its kind north of the Alps. But that’s not all that this prosperous state sidled up against the Netherlands and Belgium has to offer.
